High-Level Officials Meeting
The High-Level Officials Meeting is one of the main arrangements for follow-up and review under the Global Compact on Refugees. (GCR), marking the mid-way point between Global Refugee Forums. It is held every four years and is a part of the regular process established in the Global Compact on Refugees to reflect on progress made and maintain momentum towards these objectives.
Attended by members of all GCR stakeholder groups including senior government officials, refugees, business leaders, faith-based actors, representatives of international organizations, financial institutions, civil society actors and sports organizations, it provides a vital opportunity to translate solidarity into action by taking stock of progress, identifying gaps in responses, and further engaging with all stakeholders, particularly States.
The first High-Level Officials Meeting took place from 14-15 December 2021, in Geneva, Switzerland. The second is due to take place from 15-17 December 2025 at the International Conference Centre (CICG) in Geneva, Switzerland.

High-Level Officials Meeting 2025
The second High-Level Officials Meeting (HLOM) 2025 will take place on 15-17 December 2025. It will consolidate stocktaking at country, regional, and global levels, assess progress toward supporting low- and middle-income countries’ policy commitments through the multi-stakeholder pledging architecture, and focus on policy priorities and next steps in the lead-up to the GRF 2027.

High-Level Officials Meeting 2021
In 2019, the first HLOM was a dynamic moment and milestone with new pledges made and a series of high-impact initiatives announced on a wide spectrum of issues including connected learning, innovative financing, private sector investment, and climate action. Following the meeting, 20 key recommendations were also elaborated and served as the basis for preparations, planning, and commitments for the second GRF in 2023.
