The Global Compact on Refugees (GCR) recognizes the important role of civil society in shaping GCR commitments and translating them into action – and civil society organizations are demonstrating this in practice. A third of all those who made pledges at the Global Refugee Forum (GRF) in 2019 were civil society entities, such as non-governmental organizations, faith-based organizations and organizations led by refugees, internally displaced and stateless people.

This report explores the progress made by civil society in realizing pledges made at the GRF and extracts key lessons to inform action and discussions in the lead up to the next Global Refugee Forum in 2023.
