Background

Whilst great strides have been made for inclusion in education for refugees around enabling policy and practice environments, significant shortfalls in provision and systemic challenges to achieving complete inclusion remain. Global commitments to inclusion are embedded in the Global Compact on Refugees (GCR). Many host countries, reflect refugee needs in costed education sector plans, but bottlenecks – in particular limited international cooperation and multi-year predictable financing – prevent meaningful, sustainable and equitable implementation of host country inclusion pledges. Building on the World Bank – UNHCR work on ‘Measuring the Impact of Hosting, Protecting and Assisting Refugees’, this session will therefore provide visibility to the needs of refugee hosting Governments, and to broker responsibility sharing.

Pledge description

The GCR clearly sets out the need to improve responsibility sharing and provide predictable multi-year support to this end. The ‘Measuring the Impact’ work by the World Bank and UNHCR found that including all refugee children into national education systems would cost $4.85bn annually. UNHCR and strategic partners will come together under this pledge to fully understand the needs of host governments and options to use existing and potential financing mechanisms to meet these.
