2025 Stocktaking report machine readable travel documents for refugees and stateless persons

The report presents an overview of the countries issuing travel documents to refugees and stateless persons, highlights key developments and identifies critical gaps in compliance with the standards established by the International Civil Aviation Organization (ICAO), the UN’s standard setting body on this issue. The source of data is an internal UNHCR survey launched in 2024 and by the end of August 2025 completed by UNHCR personnel at offices covering 167 countries.

In the spirit of responsibility-sharing and a multi-stakeholder approach in the implementation of the Global Compact on Refugees, the content included in the Digital Space for the GRF Progress Review 2025 is submitted by States and other stakeholders themselves.
