Global Refugee Forum Progress Review 2025

Delegates listen to speakers during a plenary session at the High-Level Officials Meeting taking place virtually in the International Conference Centre in Geneva on 14 and 15 December 2021. The meeting was convened by UNHCR as a follow-up to the 2019 Global Refugee Forum.

Reflecting on progress and charting the future

The Global Refugee Forum Progress Review 2025, the second high-level officials meeting, took place from 15-17 December 2025, at the International Conference Centre (CICG) in Geneva, Switzerland, following on from the Global Refugee Forum 2023.

Priorities for the Global Refugee Forum Progress Review 2025 included:

  • Expanding support for refugees and the countries who receive them;
  • Advancing implementation of pledges made as part of the Global Refugee Forums including through the multi-stakeholder pledge framework;
  • Directing efforts to the areas in need of further support.

The Progress Review highlighted that even under severe political and financial strain, multilateral cooperation remains relevant and capable of delivering results.

Get involved

Stakeholders are encouraged to keep making new pledges – in particular those in support of the multi-stakeholder pledges – and submitting progress updates on existing pledges via the online forms.

Additionally good practices can also be shared at any time, contributing to the collection of nearly 600 published so far.

Finally, in light of the success of the Virtual Spaces created on this Platform for the HLOM 2021 and the High Commissioner's Dialogue on Protection Challenges in 2022, a new Digital Space was launched, showcasing a collection of work from GCR stakeholders towards achieving the objectives of the Compact.
